In order to practice in Canada, pharmacists must be licensed by passing the national exam administered by the Pharmacy Examining Board of Canada (PEBC) as well as a licensing exam specific to the province the pharmacist wishes to practice in. To work in the Province of Quebec, it is not necessary to pass the PEBC, but you have to speak French and to make at least 600 hours internship in Quebec and to pass the law exam, depending where you graduated.
